CS Ruku Emphasizes Timely and Efficient Service Delivery
Cabinet Secretary for Public Service, Human Capital Development and Special Programmes Geoffrey Ruku has reaffirmed the government’s commitment to strengthening service delivery across the public service, calling on officers to uphold professionalism, integrity and efficiency in serving citizens.
Ruku noted that Articles 10 and 232 of the Constitution outline the national values and principles of governance and public service, including accountability, professionalism, efficient use of resources and prompt, equitable service delivery, which all public officers are expected to uphold.
Speaking during an early morning visit to regional government offices in Kisumu County, the CS said the public service is the gateway to government services and must operate fairly, effectively and efficiently to meet the expectations of wananchi.
He also emphasised the importance of responsive communication, directing officers handling public enquiries to ensure official emails and contact lines are functional and that responses to citizens are timely. He noted that effective communication plays a key role in enhancing public trust and satisfaction.
During the visit, Ruku commended officers at the Immigration Department and the Huduma Centre for reporting to work early and demonstrating commitment to service delivery. The Huduma Centre serves an average of 1,000 customers daily, supported by officers working extended hours from 7.00 a.m. to 7.00 p.m., ensuring efficient and accessible service delivery. The Centre offers a wide range of essential government services, including national ID issuance, certificates of good conduct, birth certificates, SHA registration, NSSF and NISA services, serving clients from across the Coast region.
Addressing officers, the CS said taxpayers expect timely, courteous and efficient service delivery. He also praised an intern living with disability for exemplary dedication and commitment to duty, reaffirming the government’s focus on inclusivity within the public service.
Ruku further noted that the government is in the process of finalising a new system to enhance performance monitoring and service delivery across the public sector. He added that feedback from citizens and leaders continues to inform improvements aimed at strengthening responsiveness and efficiency.
He concluded by reaffirming that public servants represent the government and play a critical role in implementing policies and programmes that directly impact citizens’ lives.
